Yes they can. Mulattoes are individuals with mid-range pigment genotypes. That means they have a mix of dark and light genes for a phenotype that involves multiple factor inheritance. Hence, if a child gets a heavy dose of the light genes, it will be lighter skinned than either parent. Note the snapdragon example where two pink flowers can produce a white flower.
